The larger the mil number the thicker the plastic sheeting. 25 mil is thicker than 20 mil for example. If you know the thickness required for your project, the higher the mil thickness number, the thicker the plastic sheeting. "Strong" is a bit fuzzy because some thinner mil plastics that are string reinforced are "stronger" than the same thickness without the reinforcement.
The term "heavy duty" is somewhat of a subjective adjective implying the need for a stronger than normal roll of plastic for the job. The cell structure, ingredients and configuration of the plastic all contribute to what makes a "heavy duty" plastic liner, tarp or roll of plastic. If you are using the plastic in a crawl space, a liner that has certified test results for its performance will assure you the liner will perform accordingly.
